The International Association of Russian Advocates presented the manual “200 Questions and One Answer to the Supporters of the “Lawyers’ Monopoly”

On July 30, 2025, the International Association of Russian Advocates (Strasbourg, France) presented the prepared manual “200 Questions and one Answer to the Supporters of the ”Lawyers' Monopoly“: a Manual for Lawyers who are not Indifferent”.

The developer of the Manual is Andrey Ragulin, a member of the General Council of the Association, Doctor of Law, Associate Professor, Lawyer of the Moscow City Bar Association, Editor-in-Chief of the "Eurasian Advocacy" law journal, Head of the Center for Research on Problems of Organization and Activities of the Legal Profession of the Eurasian Scientific Research Institute of Problems of Law.

This manual is a tool for critical thinking about the idea of introducing a “lawyer's monopoly” on legal representation in Russia. The questions formulated in it cover legal, constitutional, socio-economic, ethical and other aspects of the draft law under discussion.

The manual is recommended for opponents of the “lawyers' monopoly”, since the use of the question options proposed in the manual makes it easy to pose questions to supporters of the “lawyers' monopoly”, representatives of state bodies, the Federal Chamber of Advocates, lawyers' chambers and all those involved in the professional and public debate on the “lawyers' monopoly”. The purpose of the handbook is to promote an open dialog, identify the weaknesses of the proposed reforms, and defend the principles of the rule of law, freedom of the legal profession and lawyers, and access to justice.
