Karinna Moskalenko

 

Ms. Moskalenko graduated from the Faculty of Law of the Leningrad State University in 1976.

Since September 1, 1977 - first as an intern, then as an advocate of the Moscow City Bar Association (since 2002 - Moscow City Bar Association).

Specialization - criminal procedure, public international law (including international protection of human rights).

In 1994, she completed a course in European law at the University of Birmingham (UK). Interned in leading international organizations implementing human rights protection programs.

 

In December 1994, she founded and headed the Center for Assistance to International Protection, a public human rights organization uniting professional lawyers using international human rights protection mechanisms.
In 1997, in Strasbourg, she first participated in a session of the world organization - the International Commission of Jurists (ICJ, headquartered in Geneva), where she subsequently served as a member of the Executive Committee, Commissioner (3 terms since 2003), and is currently an Honorary Member of the ICJ. Since 1999, the Center for Assistance to International Protection has had the status of the Russian branch of the ICJ.
In 2000, she achieved victory in the first Russian cases before the UN Human Rights Committee.
On September 18, 2001, she became the first Russian lawyer to appear before the European Court of Human Rights at the first public hearing of a Russian citizen's case (Kalashnikov v. Russia). Since then, she has made several public appearances before the ECtHR, including the Grand Chamber, and has successfully handled over a hundred cases before the ECtHR, including the cases of Valentin Moiseyev, Mikhail Khodorkovsky, Garry Kasparov, Olga Kudeshkina, Konstantin Markin, Timur Idalov, Zoya Svetova, the case of Mazepa and Others (on the murder of Anna Politkovskaya), and the case of Finogenov and Others (in defense of the victims of Nord-Ost).
She is a member of the Russian Committee of Lawyers in Defense of Human Rights (since 1993), a member of the Moscow Helsinki Group (since 1999). She was a member of the Expert Council under the Commissioner for Human Rights in the Russian Federation (from 1999 to 2006).
From 2002 to 2006 she was an expert of the European Union's TACIS program.
In 2006, she founded the Center for International Protection in Strasbourg and became the first president of the Center, which has won hundreds of cases in the European Court of Human Rights.
Awarded Russian and international awards: the Human Rights Award of the Commissioner for Human Rights in the Russian Federation (1999), the highest Russian legal award “Themida” (2000), the Order of the First Class “For Fidelity to the Lawyer's Duty” (2000), the Recognition Award of the International Helsinki Federation for Human Rights (2006), the Brennan Award (2008), the European Ludovic Trarier Award for Lawyers (2010) and other awards.
She is the author of a number of scientific and practical works on the protection of human rights using international legal mechanisms.
In 2010, she was awarded the title of Honorary Doctor of Laws (SMU, USA).
From 2021 to 2024, she chaired a group of experts under the UN High Commissioner.
In April 2024, she was appointed by the UN Human Rights Council as Head of the Group of Independent Experts on Belarus (GIE Belarus).

Pavel Ivlev

Advocate, founder and chairman of the Committee for Russian Economic Freedom (USA), executive director of the international educational organization «CRES Polyschool».

In 1993, he graduated from the Law Faculty of Lomonosov Moscow State University, and additionally studied law at Columbia University (New York) and Queen Mary College of the University of London. Since 1994, he provided legal assistance to the oil company «YUKOS» and its executives. Since 1997 — partner at the advocate's bureau «ALM Feldmans», which provided legal support for the company's activities and was liquidated as part of the YUKOS case. He provides qualified legal assistance on issues of political asylum, extradition, removal from international wanted lists through Interpol, protection of the rights of Russian citizens abroad, and also advises on economic and corporate issues related to Russia. He is an expert in cases related to persecution for political and economic motives.

Experience in the legal profession — over 30 years, in the status of an advocate — from 1994 to 2024 — member of the Chamber of Advocates of the City of Moscow, since 2025 – member of the International Association of Russian Advocates.

Vadim Prokhorov

Graduated with honors from the Faculty of Law of Moscow State University.

Mr. Prokhorov has been an advocate since 1999.

He has participated as defense counsel and representative in numerous trials, including in the Supreme Court of the Russian Federation and the Constitutional Court of the Russian Federation, as well as in the European Court of Human Rights.

He has defended human rights activists, opposition politicians and anti-corruption fighters, including Vladimir Bukovsky, Boris Nemtsov, Ilya Yashin and Vladimir Kara-Murza.

Currently, he continues to work actively as a human rights lawyer defending Russian political prisoners, including representation of their interests before state authorities and international bodies in European countries, the US and the UN.

Since July 2023 - Director of Strategy at the Center for International Protection (Strasbourg).

Larisa Move

 

A hereditary lawyer, daughter of ​​advocate Abram Lvovich Move, author of "Behind the Scenes of Defense", who was a leading specialist in supervisory review cases.
In 1980 she graduated from the Faculty of Law of Lomonosov Moscow State University.
Advocate since March 1, 1981.
Specialization - criminal law and criminal procedure.
She is a veteran of the Moscow Bar.
For 25 years headed the Moscow Bar Association “MOVE”.
She was awarded the Order “For Fidelity to the Lawyer's Duty”, the Diploma of the Federal Chamber of Lawyers, the Honorary Diploma of the Moscow Bar Association “For Active Work in the Commission of the Council of the Moscow Bar Association for the Protection of Lawyers' Rights”, and has been repeatedly awarded as an expert of the Center for Public Procedures “Business Against Corruption”.

Nikolay Polozov

 

advocate, human rights defender, coordinator of the humanitarian initiative «Poisk. Polon» («Poshuk. Polon»), participant in numerous human rights initiatives.

Graduated from the Moscow State Academy of Instrument Engineering and Computer Science, began his advocate practice in 2006–2008, since 2012 — member of the Chamber of Advocates of the City of Moscow.

Provides qualified legal assistance in politically motivated criminal cases, cases on the protection of freedom of speech, assembly, and political rights, as well as on issues of the persecution of citizens of Ukraine, prisoners of war, and civilian hostages. Known as a defense advocate in the cases of Ukrainian sailors, Crimean Tatar activists, and other political prisoners. Since 2022 — co-founder and coordinator of the «Poisk. Polon» project, engaged in the search, legal defense, and return of Ukrainians from Russian captivity.

Work experience in the legal profession — over 15 years, in the capacity of an advocate — over 10 years.

Bar associations should foster democratic standards and should also enforce them internally. There must be clear governance and leadership structures in place, and voting and other procedures must be published and open to the scrutiny of the association’s membership. In other words, the requirements of democracy should be observed within bar associations and should be applied in their external activities.
